1405. Is using Auto exposure settings the best way to meet P4?

Yes, with most normal and daytime subjects, photos made with automatic settings and semiautomatic settings (i.e., aperture- or shutter-priority) will meet P4.

But there are some situations — especially involving moving subjects in low light — in which smartphones struggle to reduce or eliminate SMP effects in particular.

It can be difficult to avoid these effects (thanks to the technical limitations of, and automated choices made by, smartphones) and it is difficult to remove the effects using only TTG’s Allowable Changes (apart from cropping out the effects, which is #6 on that Allowables list).
