“A photograph that does not qualify as TTG can look identical to a photo that does qualify as TTG.”
For example,
1. a photo from which the depiction of a parked car is deleted
could be made to look identical to
2. a photo of the same scene after that car drove off—
— but #1 is not a record of what the camera saw.
Even though the two photos look identical, only #2 could qualify as TTG. (See also #14 on photos as “records.”)
